Delaware’s conversation about affordability needs to include what happens after someone gets housing, not just how they get in the door.

Address the full cost of living — not just rent, but also utilities, transportation, and other essential household expenses. Responsible policymaking requires looking at the complete financial picture families face every day.

Fund strong case management and life-skills support so people can sustain housing, beyond a voucher — budgeting, cooking, laundry, navigating bills.
Reform housing assistance policies to better support long-term independence by emphasizing employment readiness, job assessments, skills training, and career replacement services.
Reform eviction policies so a single past eviction does not automatically and permanently disqualify otherwise qualified individuals from receiving housing assistance — considering circumstances, time elapsed, and evidence of rehabilitation.

Reform utility affordability so electric and heating bills don’t consume 75% or more of a fixed income.

MODERNIZING PUBLIC HEALTH AND BEHAVIORAL HEALTH LAW
Substance use, mental health, homelessness, and disability are not separate problems. They are the same problem showing up in different rooms — and Delaware’s laws should reflect what we now understand about how to address them together.
02.1
Advance reforms to Title 16, Chapter 22 (Substance Abuse Treatment Act) to align with current evidence-based standards for prevention, treatment, harm reduction, and long-term recovery — while preserving judicial oversight, due process, and regular clinical review.

Modernize Title 16, Part V (Mental Health) by expanding crisis stabilization, mobile crisis response, outpatient treatment, supportive housing, and peer support — and requiring comprehensive discharge planning with confirmed follow-up before transition to the community.
Strengthen Title 16, Part IX (Individuals with Disabilities) through high-quality residential care, caregiver respite, and community programs that foster independence and employment, with clear performance standards and fiscal stewardship.

Expand and support the statewide use of the co-responder model, pairing clinicians with law enforcement officers so officers can focus on public safety while clinicians provide on-scene assessment, de-escalation, and timely connection to treatment.

Support evidence-based, trauma-informed care across every state program that touches behavioral health.

Support the Veterans Court and Mental Health Court models — treatment and rehabilitation for people whose underlying issue is health.

STATEWIDE SERVICE EQUITY
Delaware may be a small state, but the distance between our counties can feel much larger than it is. Policy changes made in Dover should reach communities in every county.

Strengthen statewide standards for communicating public programs and services — including reliable non-digital communication for residents without internet access — so taxpayers receive the full value of Delaware’s investment in health and human services.

Support equitable access to specialty courts, treatment programs, and social services across all three counties.
Prioritize transportation infrastructure that connects residents to employment, education, healthcare, and essential public services through responsible, results-driven spending.

Foster a culture of personal responsibility and accountability by establishing clear expectations, promoting healthy behavior, and applying consistent standards fairly to all.

SUPPORT THE PEOPLE DOING THE WORK
Law enforcement officers, clinicians, healthcare workers, teachers, and case managers are doing hard work in complex conditions. Supporting them is essential to supporting the communities they serve.

To improve student outcomes, create safe and supportive learning environments for all students, and support our teachers, parents should partner with their child’s teachers and school administrators regarding academic progress and performance. Parents should be encouraged to remain actively involved in their child’s educational journey and share responsibility for supporting their child’s academic success.

Strengthen case management training and standards so families know what to expect and workers can do their jobs.
Reform cultural competence requirements — replacing minimum continuing education standards with ongoing, practical training that reflects the populations professionals actually serve, measured by competency and service outcomes.

THE POPULATIONS DELAWARE FORGETS
I have watched us leave these people behind for my entire career.
05.1
Provide young adults aging out of foster care with a structured pathway to independence: stable housing, education, workforce preparation, life skills, and individualized case management through early adulthood, measured by real outcomes.

Address the growing needs of Delaware’s aging population, especially rising rates of Alzheimer’s and dementia and the shortage of services for caregivers.
Strengthen community services for adults with intellectual and developmental disabilities.

SUPPORTING LAW ENFORCEMENT, SUPPORTING COMMUNITIES
I proudly support our law enforcement officers and first responders across Delaware and throughout the nation. Through my work alongside agencies across the state, I have gained valuable insight into the realities they face. At the same time, accountability and fairness must coexist with support.
06.1
Advance the co-responder model so mental health calls are met with clinical partnership alongside law enforcement, improving outcomes for both officers and community members.
06.2
Support officer mental wellness and resilience programs, including Critical Incident Stress Management (CISM).
Ensure accountability and fairness are grounded in due process, objective evidence, and thorough fact-finding — not assumptions, speculation, or isolated anecdotes.

Fund community outreach, PAL programs, and violence prevention work that reduces the need for enforcement in the first place.
Strengthen school safety by expanding school-based behavioral health services in coordination with School Resource Officers, while reinforcing meaningful parent and guardian participation in a student’s support team.
